Free Exercise Clause "Congress shall make no law... prohibiting the free exercise of religion...." The Free Exercise Clause has generally come to mean that one may believe anything, but that religious actions and rituals can be limited by laws passed for compelling government reasons. A law aimed at a particular religion or religions in general has been considered unconstitutional by the U.S. Supreme Court. Laws must be neutral in regard to religions.
