There are actually two kinds of baptized Catholics, and each gets distinct treatment. 1. A baptized Catholic over age 7 who has NOT received first Eucharist is considered an "uncatechized Catholic" and normally goes with the unbaptized in the RCIA/RCIC process. The pastor has faculties to confirm him or her at the Easter Vigil. 2. A baptized Catholic over age 7 who HAS received Eucharist but is seeking Confirmation does NOT go with RCIA/RCIC (although those preparation methodologies might be adapted) - and is not to be confirmed by the pastor at the Vigil. That person is to be confirmed by a bishop. Those under 16 participate in the normal parish Confirmation process and celebration, while adults 16 and up are prepared separately and go to the Cathedral at Pentecost for the Adult Confirmation.
